To assist communities as they become risk-informed about transmission pipelines and make better land-use planning and development decisions related to pipelines, PHMSA initiated and supports the Pipelines and Informed Planning Alliance, or PIPA.
PIPA is a collaborative effort of pipeline safety stakeholders, and is not an extension of API RP 1162. November 17, 2010, PIPA published Partnering to Ruther Enhance Pipeline Safety in Communities Through Risk-Informed Land Use Planning: Final Report of Recommended Practices. This report details PIPA-developed recommended practices for protecting communities, protecting transmission pipelines and communication amongst stakeholders.
PIPA also makes available PIPA Recommended Practices to give baseline and new development guidelines for local government, property developers or owners, transmission pipeline operators and real estate commissions.
For instance, PIPA Recommended Practice BL05, advises that local governments, “… should define a “consultation zone” to provide a mechanism to initiate communication between property developers/owners and operators of nearby transmission pipelines when new land uses and property developments are being planned. Optimally, the consultation zone distance should be measured from the transmission pipeline centerline and should be based on specific pipeline characteristics and local conditions.” Each individual PIPA recommended practice will detail the relationship to other recommended practices and pipeline operator public awareness program requirements.
